    I did this on the Gas Man Case in Arson Desk (it is required to complete the sequence otherwise your bad guy escapes). You would think you have to shoot their legs or aim just past their ear to make them stop but infact you need to be in pursuit of someone with your gun welded.

    During "the chase" of the bad guy aim your gun on him until the white circle completely fills. When it is filled your character i.e. Cole will automatically shoot his gun in the air and fire a warning shot, ending the chase.
