Funny, they do it exactly like I proposed:

We've decided that an achievement's difficulty can be accurately approximated by using a formula based on how many people have that achievement compared to how many people own the game.

I just added the feature to show when gamers have gone up a level. While reworking on the settings section for Twitter, I will introduce an option to let that also be tweeted to your account.
